Development of Elements of a Draft Five-Year Strategy for the Arms Trade Treaty 

Call for Proposals (CFP)

At its Eleventh Conference of States Parties (CSP11), the Conference endorsed a mandate to elaborate elements of a draft five-year strategy for the Arms Trade Treaty (ATT) for consideration by the Conference no later than CSP13.

In this context, the ATT Secretariat issued a Call for Proposals, inviting States Parties, Signatory States, Observer States, international and regional organizations, civil society, industry, and other relevant stakeholders to submit objectives and priorities, as well as possible actions and performance measures, to inform the elaboration of elements of the draft strategy. 

Follow-up consultations and documentation

Following the Call for proposals, an “Extended ATT Bureau”, consisting of the ATT President and Vice-Presidents, Working Group Chairs, the Chair of the Diversion Information Exchange Forum (DIEF), the Chair of the Voluntary Trust Fund (VTF) Selection Committee, and Gender Focal Points,  held two informal consultations on the strategy development process (23 March and 21 July 2026) and provided an update during the CSP12 Informal Preparatory Meeting (28 May 2026).
