When joining the Zoom meeting, you must rename yourself using the following format:  Country/Organization_First_Last name (e.g. ATT Secretariat_Carina_Solmirano).

​​​​​​​You need to change your name before you join, as you will not be able to rename yourself in a Zoom waiting room. Only participants who are correctly identified will be admitted to the meeting.

Speakers' List

The Speakers' List for the Twelfth Conference of States Parties to the Arms Trade Treaty (CSP12), to be held from 24 to 28 August 2026 at the Centre International de Conférences Genève (CICG), Geneva, is now open.

All delegations that are fully accredited to CSP12 may deliver statements during the General Debate and under all subsequent agenda items contained in the CSP12 Provisional Annotated Programme of Work. Delegations may also submit written statements to the ATT Secretariat at info@thearmstradetreaty.org for publication on the ATT website. Delegations wishing to do so should follow the instructions below.

Advance registration for the Speakers' List

Delegations wishing to speak under one or more agenda items are requested to register in advance with the ATT Secretariat at info@thearmstradetreaty.org.

To facilitate the preparation of the Speakers' List, delegations are encouraged to register for all agenda items under which they intend to speak during CSP12 through a single communication, rather than separate registrations for individual agenda items.

Delegations are encouraged to register as early as possible, preferably before the opening of CSP12. Additional registrations or amendments may be submitted at any time.

Registrations should include the following:

1. Subject line: CSP12 Speakers' List – [Name of the State or organization]

2. Body of the email:

a. The name of the State or organization; 

b. The agenda item(s) in the Programme of Work – and sub-item(s), where applicable (see below) – under which the delegation wishes to speak (for example, Agenda Item 4 – General Debate); and 

c. The name(s) and title(s) – including rank or position, where applicable – of the delegate(s) who will deliver the statement(s) (if known).

State Party and Signatory State delegations should note that, in view of the nature and modalities of the meeting of the Diversion Information Exchange Forum (DIEF), no registration is possible for the corresponding agenda item 9. Following each presentation during the meeting, delegations will have the opportunity to take the floor to ask questions or provide comments by raising their nameplates.

Delegations wishing to speak under agenda items 11 (International Assistance), 12 (Matters pertaining to the Secretariat) and 14 (Matters pertaining to CSP13) are kindly requested to indicate which specific sub-item(s) they wish to address.

Publication of the Speakers' List

To facilitate the orderly conduct of proceedings, the ATT Secretariat will make available each morning a Speakers' List indicating the order in which delegations will be invited to speak under the relevant agenda items scheduled for that day.

To be included in the published Speakers' List for a particular item, registrations must be received by 18:30 (CEST) on the preceding day, in accordance with the schedule in the Programme of Work.

Requests after publication of the Speakers' List

Registrations received after the above deadline will not appear on the published Speakers' List. Delegations may nevertheless still request to take the floor during the session by informing the ATT Secretariat at info@thearmstradetreaty.org or at the Secretariat’s desk in the conference room. Such requests will be accommodated, time permitting and at the discretion of the President.

Delegations making requests during the session should provide the same information as required for advance registration.

Order of speakers

The Speakers' List will be established in accordance with Rule 20 of the ATT Rules of Procedure. Observer States will be invited to take the floor after all States Parties and Signatory States that have registered to speak, or subsequently requested to do so, under the relevant agenda item have been given the floor. Other observers will be invited thereafter.

Statements delivered on behalf of a group of States Parties and/or Signatory States will be accorded priority. Any other request for priority will be considered only where strictly warranted and at the discretion of the President, taking into account, inter alia, the seniority of the speaker.

Time limits and orderly conduct

In accordance with Rule 20 of the ATT Rules of Procedure, and in the interest of the efficient conduct of the Conference, the President will limit:

·        general statements (under General Debate) to 4 minutes; and

·        interventions under all other agenda items to 2,5 minutes.

Delegations are expected to observe these time limits in order to ensure the orderly conduct of the Conference and to allow all delegations wishing to speak an opportunity to do so.

Delegations are further reminded to confine their interventions to the agenda item under discussion. Speakers whose remarks are not relevant to the item under discussion may be called to order by the President. This also extends to inappropriate conduct during interventions such as verbal harassment or violence, discrimination, intimidation, threats and disruptive or demeaning behaviour.

Copies of statements

To facilitate interpretation, delegations delivering prepared written statements are expected to submit an electronic copy to info@thearmstradetreaty.org  at least one hour before the relevant session.

Delegations wishing their statement to be published on the ATT website should indicate this clearly when submitting the statement.
