The development of a national control system – based in particular on the creation and updating of national control lists of arms according to a rigorous classification system – is central to the effective implementation of the ATT. In particular, it is key for regulating legitimate trade and for effectively combating the risks of arms diversion. The establishment of a comprehensive arms export control system also supports the establishment of public-private partnerships with exporters, thereby supporting responsible supply chains. The agencies responsible for implementing the European Union’s ATT assistance programme – BAFA and Expertise France – have been working with their partner countries to deliver training and capacity-building initiatives that enable these countries to organise their own control systems, drawing on the highest international standards and taking into account the specific characteristics of their national and regional contexts.
Our side event has three objectives:
1. To reflect on specific cases of assistance and the implementation of national control systems and lists, in order to share unique experiences and identify common challenges;
2. To contribute to the collective discussion on what should be a key aspect of a collective strategy for implementing the ATT;
3. To raise awareness of the European Union’s efforts in support of ATT implementation and universalization during Phase IV of the programme (2025-2028).
