This panel discussion addresses the legal responsibility of exporting states under ATT Article 7(4) to prevent weapons transfers that facilitate gender-based violence and conflict related sexual violence in the Arab region, with a specific focus on Sudan and Palestine. It provides practical recommendations to operationalize Gender Focal Points, establish an ATT Information Hub for evidence-based risk assessments, and enhance coordination between disarmament, international human rights law, and the Women, Peace, and Security agenda.
